'Bid-rigging' refers to a secret agreement
between suppliers in a tender to fix prices and allocate
the market among themselves. It has serious economic
consequences for business and the public and is a criminal
offence defined by Section 47 of the Competition Act.
Is your department at risk of becoming a victim of
such a scheme?
The session will provide practical
advice to promote effective and transparent bidding
and tendering practices. An overview of detection techniques
including the identification of the red flags to look
for and tips and specific actions departments can take
to mitigate the risk of becoming a victim will be discussed.
Actual cases will be used to provide participants with
an understanding of the role of the Government of Canada
Competition Bureau in assisting organizations identify,
investigate and prosecute offenders. This session will
raise your awareness of bid-rigging schemes and equip
you with information necessary to assess the risk of
it occurring in your organization.

As of April 1, 2009 federal departments
will be required to monitor and report on their contracting
activities in Comprehensive Land Claim Agreement (CLCA)
areas. Although this requirement is not new, the method
by which it will be done and the data required has
been changed and is currently outlined in Contracting
Policy Notice 2008-4: Amendments to the Treasury Board
Contracting Policy: Clarification of the obligations
to monitor and report contracts under Comprehensive
Land Claims Agreements. In support of this change.
Indian and Northern Affairs Canada (INAC) will be launching
CLCA.NET which will serve as a means for federal departments
and agencies to submit data to INAC to store, monitor
and report on behalf of Canada for public consumption.
Dennis and David's presentation will
provide participants with a hands-on view as to how
CLCA.NET will function, as well as demonstrate how
federal departments will be expected to input information
into the system.
In addition, they will provide an
overview of the Aboriginal Considerations in Procurement
course content update, the CLCA Contracting Implementation
Guide and how CLCAs impact your contracting requirements.

Improper disposal can lead to significant health and
environmental impacts in Canada and in developing nations.
The federal government is committed to the implementation
of a strategy on electronic waste by 2010, in accordance
with PWGSC's 2007-2009 Sustainable Development Strategy.
This presentation will provide an overview of key elements
of the strategy, discuss appropriate lifecycle management
of electronic and electrical assets, and provide an
overview of existing and planned disposal mechanisms
for federal government e-waste in the context of current
trends in the recycling industry.

is a domestic industrial security program that helps
strengthen Canada’s defence trade controls and
prevents the proliferation of tactical and strategic
assets including weapons, navigation and communications

property. This is done by regulating and controlling
the examination, possession, and transfer of controlled
goods and controlled technology in Canada. Anyone who
conducts business in Canada and examines, possesses
and/or transfers controlled goods and/or controlled
technology in Canada must comply with the Defence
Production Act and the Controlled Goods Regulations.
This presentation is designed to provide a general
overview of the Controlled Goods Program with a focus
on the registration requirements, the legal obligations
and how to maintain compliance with the Controlled
Goods Program.

In charge of continuous, regular
supply to all military bases in Eastern Canada, as
well as all Canadian Forces (CF) missions abroad, the
25th Supply Depot is one-of-a-kind.
The variety of material it handles,
with over 278,000 different items, making up an inventory
worth $3.7 billion, the adoption of advanced logistics
technology and the revamping of the many processes
make the 25th CFSD a model whose quality is the main
priority and a major player in the success of CF operations.
During this presentation, the Commanding
Officer of the 25th Canadian Forces Supply Depot, Lieutenant-Colonel
Bernard Poulin, will present an overview showing the
specific services of the< Depot. This overview will
look at the different incarnations of the 25th CFSD
since the 1990s until present-day, with the rare attributes
of resource synchronization, flexibility and operational
ability, as well as the support roles played by the
25th CFSD within the supply chain, and in the current
mission in Afghanistan.
At the end of the presentation, participants
will have enhanced their knowledge about the different
models to adapt in order to increase logistic and storage
capacities and to meet the needs of clients.
