This two-hour session will be enlightening and entertaining.
We have assembled three legal experts in procurement and
therefore the CITT to present their views, to debate their
views and to answer your questions. Paul Lalonde will present
a perspective on the mandate of the CITT and why such a mechanism
is needed. Robert Worthington and David Attwater will then
present their views on the CITT from their perspectives and
experience. Each of the three will then have a rebuttal period
at the end of which we will open the floor to your views
and questions. The session will be moderated by Bob Mornan.

This presentation will concentrate on the little picture
when it comes to climate change in Canada. While debate rages
over exactly how Canada as a whole should best go about reducing
its greenhouse gas (GHG) emissions, this talk will focus
on what individuals can do irrespective of what actions are,
or are not being taken by governments. It will also discuss
options, costs, savings and other related issues for federal
government managers of varying levels wishing to make their
operations more climate-friendly. Two government-led initiatives
will be discussed in this light: the “One-Tonne Challenge” (for
individuals) and a pilot program called “Beyond One-Tonne” (for
groups of federal public servants).

4 – Life
Cycle Materiel Management at the Canadian Coast Guard |

This session will be divided into two parts. The first
will discuss the circumstances that compelled the Canadian
Coast Guard (CCG) to move towards a formal Life Cycle Management
System. The second will explore a ‘virtual case study’ using
the Life Cycle Management System that is currently being
implemented within the Integrated Technical Services branch
of CCG.
Part 1 – A discussion
of the conditions that necessitated implementation of a
Life Cycle Management System at the CCG. Discussion points
will include the CCG’s move towards a Special Operating
Agency, the need for ‘balance’ within the Coast
Guard Program, managing to the ‘bottom line’,
and the imminent build projects at Coast Guard. There will
also be a discussion of a number of the challenges encountered
as implementation of Life Cycle Materiel Management at
CCG continues. Subjects touched will include cultural change,
capacity and competency issues, and communications.
Part 2 – A virtual case
study using the CCG ITS Life Cycle Management System. As
the Life Cycle Management System is still being implemented,
a ‘virtual case study’ of a major vessel build
will be presented. The case study will include highlights
from planned practice of the four phases of the Life Cycle
Management System. Topics covered will include: Integrated
Logistics Support (ILS), class planning, client and project
management, in-service support (engineering and production
support), the Maintenance Information Management System
(MIMS), and configuration management.

5 – Radio
Frequency Technology in Warehousing |

The Bar Coding session will discuss the latest technologies
in the bar coding field. We will look at the latest innovations
in inventory tracking in warehouses through the use of Radio
Frequency technologies, hand held bar coders and scanners,
software available and other uses of bar coding technology
in the business place today. Private sector and DND personnel
shall share their ideas and applications.

Cards: Using Cards as Payment Tools |

The acquisition card program has been in place within the
government for over a decade. This presentation will discuss
the philosophy behind the card and the proposed expansion
of the program to take further advantage of government rebates
and savings. Further, the presentation will address how an
acquisition card, through an electronic payment system, provides
superior monitoring and internal controls.

The 2004 Budget announced Proactive Disclosure of Contracts
over $10K, which requires the public disclosure of all contracts
entered into by the Government of Canada over $10,000, with
only very limited exceptions. This session will highlight
key elements of the Proactive Disclosure of Contracts over
$10K initiative and the progress on this important initiative.

In February 2000, Treasury Board approved a new policy on
the disposal of surplus moveable Crown assets. The presentation
will include a summary of the results of an evaluation of
this Treasury Board policy, the new funding model for the
PWGSC Crown Assets Distribution Service Line (CAD), strategies
employed by CAD and its contractors to maximize government
revenue form the sale of surplus assets, helpful hints to
improve investment recovery, and the roles of contractors
in the remarketing of surplus assets.

Acquisition and Support Information System (MASIS): An
Overview |

MASIS has been presented at previous MMI workshops but now
the system is operational and has recently been implemented
for the Navy. The challenge is to realize the benefit from
the powerful data gathering features of this DND enterprise
system. The presentation will discuss the challenges in identifying
and marketing the ‘value of information’ within
an organization - demonstrating to senior decision makers
the art of the possible that becomes apparent only after
the system is rolled out and people begin to use it. Topics
will include MASIS Project Background and Status, as well
as examples of how the Navy is now using MASIS information
in its day-to-day operations planning.

Since 2002 the Canada Revenue Agency has undertook several
Strategic Sourcing Initiatives to improve the acquisition
process of goods and services in the agency. Since 2002 initiatives
in the area of office supplies (see Summit Jan 2005),
paper, desktop computers, portable computers, translation
services, IT consultants and others have been completed and
have contributed to the success of the agency in delivering
its programs to Canadian Citizens. More initiatives are in
progress within the agency.

will address the CoE Procurement that affects the way RCM’s

Gary Jeddrie will present an update on CoE Classification.
The team composition of this initiative will be derived from
a combination of regional and HQ personnel, under the direction
of a National Steering Committee chaired by the Director
General, Finance and Administration.

Optimized Weapons System Management |

the acquisition project team to ascertain the best combination
of in-house and contracted services to obtain the best value
within the manpower and funding constraints of the Department.
In addition, the impact on the current organization must
be assessed to ensure the Forces’ ability to generate
and sustain itself is not harmed by the out-sourcing of services.
This presentation will provide background information on
the subject, outline issues to be resolved, and provide examples
of recent Optimized Weapons System Management initiatives
within DND.

Procurement Vehicle for IT Services |

This session will cover the Government-wide procurement
vehicle for IT services and its integration in the Government
of Canada Marketplace initiative. During 2004, Public Works
and Government Services Canada initiated a broad review
of how the federal government procures IT Professional
Services. A team was established within PWGSC to conduct
the review. Several stakeholders were consulted extensively,
including Treasury Board Secretariat, US General Services
Administration (GSA) and provincial public sectors, client
departments, as well as industry associations. A report
with key recommendations was submitted and approved by
the ADM Acquisition Branch in January 2005.
PWGSC is currently in the process of implementing the
new Method of Supply for IT Professional Services in a
government-wide context. Jérôme Thauvette
will share with the procurement and materiel management
community the results of the IT services review recommendations
and the implementation progress, as well as other IT acquisition
information of interest.

Under the Advanced Technology Vehicles Program (ATVP),
available or soon to be available advanced vehicles and
technologies are being assessed to determine their impact
on safety, energy efficiency and the environment. The sustainability
of Canada’s transportation system relies on the reduction
of air emissions from transportation sources and the development
of cleaner transportation systems, practices and technologies.
Vehicles with advanced powertrains, materials, chassis
designs, emission controls, fuels, controls and other technologies
are poised for introduction over the next decade. The ATVP
will ensure that Transport Canada is ready to match the
pace of technological change with programs that facilitate
the introduction and use of clean, safe and efficient advanced
technology vehicles.

in Materiel Management in Government: Case Study of the
Materiel Acquisition & Support Optimization Project
in the Department of National Defense |

The Materiel Acquisition & Support Optimization Project
is an innovative way to optimize Supply Chain activities
within the Department of National Defence, while maintaining
high standards of operational support.
The aim of the project is to achieve an integrated, cost-effective
and efficient Materiel Acquisition & Support process,
which supports force generation and sustainment. Areas
of focus are warehousing, distribution, fuels and lubricants,
clothing, ammunition, quality assurance, and test equipment & calibration.
This initiative will generate annual recurring savings
of approximately $47M when the project ends in March 2006.
